BEFORE: LIVELY and MARTIN, Circuit Judges; and BROWN, Senior Circuit Judge Order Plaintiff moves the Court to appoint counsel in his appeal form the dismissal of his civil rights complaint. This case has been referred to a panel of the Court pursuant to Rule 9(a), Rules of the Sixth Circuit; and, upon examination of plaintiff's brief and the record, this panel agrees unanimously that oral argument is not needed. Rule 34(a), Federal Rules of Appellate Procedure. Having carefully examined the district court record, this Court finds no error in the district court's dismissal of plaintiff's complaint. Accordingly, the motion for the appointment of counsel is denied and the judgment of the district court is affirmed for the reasons set forth in the district court order of April 27, 1982. Rule 9(d)(3), Rules of the Sixth Circuit.
